A Conceptual Framework for Transparent Public Decision-Making through E-Government Development in Saudi Arabia
Abstract— This paper proposes a conceptual framework for improving the transparency in public decisionmaking
through e-government development in Saudi Arabia. A comprehensive review of the related
literature is conducted. The theoretical foundation for the development of the conceptual framework is
discussed. This leads to the development of specific hypotheses to be tested and validated for better
understanding how to improve the transparency in public decision making through e-government. This study
contributes to the information systems literature through proposing a conceptual framework for improving
the transparency in public decision-making through e-government development in Saudi Arabia.
